An RFP has a process and a clock on it, and a problem does not have one yet.

What is going wrong, or what you cannot get made. Write it the way you would say it to a colleague. Do not include controlled, export-restricted or classified technical data.

What has to be made or done, and to what standard. Name the specification or the certification if there is one.

The programme date or milestone this hangs on. Leave it empty if there is not one yet.
